Did FBI and DOJ officials commit civil rights abuses with 2016 election interference?

CIVIL RIGHTS COMPLAINT
AGAINST JAMES B. COMEY, ANDREW MCCABE, PETER STRZOK, LISA PAGE
FEDERAL BUREAU OF INVESTIGATION, DEPARTMENT OF JUSTICE, ET AL.

 

COMPLAINANT
Complainant John Lucas, as a citizen and resident of the State of California, alleges that the following Complainees violated his civil rights during the period of circa January 1, 2016, to the present, for the reasons herein stated.

 

COMPLAINEES
James B. Comey, former Director of the Federal Bureau of Investigation (FBI);
Andrew McCabe, Deputy Director of the FBI;
Peter Strzok, former Chief of the FBI Counterespionage Section;
Lisa Page, senior FBI lawyer;
Federal Bureau of Investigation;
Department of Justice;
Others as later identified.

OVERARCHING ISSUE OF COMPLAINT
Complainees, by their conduct as reported in the national news media, and as discovered to date by members of congress and Department of Justice Inspector General Michael E. Horowitz, as individuals and/or co-conspirators, acted to obstruct the 2016 national elections for the offices of president and vice president, and to nullify the results of said election. Said conduct constitutes violations of Complainant’s civil rights as to voting and free speech.

 

CRIMES
Complainant alleges on information and belief that the herein stated acts of Complainees constitute violations of:
42 USC §241. Conspiracy against rights: Complainees “… conspire[d] to injure, oppress, threaten, or intimidate [Complainant] in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States,” to wit: Complainant’s right to vote, and his First Amendment Free Speech Right to do so.
42 USC 1985(3): Depriving persons of rights or privileges: This section provides possible remedies for certain criminal conduct:
Allegedly, “… two or more [Complainees] conspire[d] … for the purpose of depriving, either directly or indirectly, [the Complainant] of the equal protection of the laws, or of equal privileges and immunities under the laws by acting to interfere and oppress Complainant’s right to vote and his First Amendment Free Speech Right to do so.

CONSTITUTIONAL RIGHT TO PETITION
Complainant has a First Amendment right to petition the Federal Bureau of Investigation regarding the herein alleged criminal conduct and civil rights violations. (California Motor Transp. Co. v. Trucking Unlimited (1972) 404 U.S. 508, 510.) Furthermore, “Submission of complaints and criticisms to non-legislative and nonjudicial public agencies like a police department constitutes petitioning activity protected by the petition clause.” (Gable v. Lewis, 201 F.3d 769, 771 (6th Cir. 2000).)

RIGHT TO REPORT CRIME
The Complainant has the right and privilege to lodge this complaint with the Federal Bureau of Investigation because the allegations regard “violations of the laws of the United States”. On point, “… the right and privilege to give information to the proper authorities concerning violations of the laws of the United States … .” (United States v. Smith, 623 F. 2d 627, 629 – Court of Appeals, 9th Circuit 1980, confirming that the “right and privilege” is within the meaning of [18 U.S.C.] § 241.)

On information and belief, I declare under penalty of perjury that the information that I have originated and submitted with this Complaint is true and correct.
