At least 15 people were killed and as many as 70 injured as a pair of explosions went off outside of the Besiktas soccer stadium in Istanbul, Turkey

The Turkish Interior Minister confirmed two blasts that are thought to have been targetted at riot police and civilians as the bombs were placed to maximize casualties.
The U.S. Consulate is warning citizens to avoid the area.
