NOAA Issues Winter Weather Outlook for 2016
In a video produced by the Climate.gov team in cooperation with climate and Earth scientists from the National Oceanic and Atmospheric Administration and other agencies and institutions, NOAA tells us that the drought in the west is likely to continue while northern states will likely see wetter and colder weather than normal. Western and southern states will likely be drier and warmer than normal.
The forecast centers on a weak La Nina forming in the late fall to early winter.
