Is this the start of Joe Biden’s Presidential Run?

The Whitehouse released a video of Joe Biden touting the infrastructure grants for port upgrades on Tuesday. Is this video the beginning of his 2016 Presidential bid?

It’s hard to say.

In February, Biden told CNN’s News Day that  “there’s no obvious reason for me why I think I should not run” when asked about a possible 2016 run for the White House.

Appearing on “The View” earlier this year, the Vice President also indicated that Hillary Clinton’s plans would not affect his future when he told Barbara Walters that “whether she runs or not will not affect my decision.”
