California’s Condom Access project is a taxpayer-funded program which allows children as young as 12-year-olds to order condoms delivered to their door.

    That might be a good thing. Am sure that the hispanics are receiving their fair share. That would mean no reproduction. I can live with that. Less people drawing on Welfare, food stamps, etc.
