The military uses FMJ for both training and service rounds because it is against the rules of warfare to use HP ammunition. Law enforcement, on the other hand, is not so encumbered and most agencies issue semijacket hollowpoint ammunition because of it’s superior stopping power and, as you’ve noted, its tendency to stay inside whatever it hits.
