Their real enemy is the middle class (bourgeois). As Lenin said “The middle class will be ground down between the millstones of taxation and inflation.”

A Marxist society consists of the ruling elite and the peasant proletariat. The bureaucracy assumes the role of the bourgeois (the merchant class, the landlords, the upwardly mobile worker).

This would go a long way to provide the type of long-term certainty that we need to spur investment that the author refers to.
