Probably should be, but it's difficult for this administration to take a tougher stance than it already has - ok, more like impossible. Russia was enlisted for negotiations presumably because unlike the U.S., they are not against Iran enriching Uranium. Easier to get concessions if the one doing the negotiating is perceived as "friendly". That's what I presume Obama wanted to do, but all he managed accomplishing was diminishing the U.S.'s clout, if not just in Iran, then worldwide. Depends how you look at it, and how cynical you are in determining that one.

Perhaps the US should adopt a "Gun boat diplomacy" without resorting to actual "gun boats". A blockade of any and all fissile material going into and out Iran should be sufficient. Interdict Aircraft and ships before they reach Iranian water and Airspace. Shoot them down or sink them, as well as sending a clear message that the recovery and refinement of any grade of Uranium will be met with swift and certain action.... or force Iran to agree to let America and Russia build and operate the plant... under the strict monitoring of the I.A.E.A. They want peaceful Nuclear powered electricity. this SHOULD be the only method they can get it.
