My concern isn’t the raising of the grant maximum. I think Obama is making a mistake funding the Pell increase by dissolving traditional student loans making it more-difficult for the majority of Americans to fund college.

But the claims are almost blatantly empty. Improve education k-12? Of course. That’s the goal. But how do you intend to do it? As long as the Education Establishment is focused on social engineering, no improvement will occur. If Obama hails a facts-and-knowledge curriculum, then we could be hopeful.
